A tethered balloon ride is one where the balloon boards up to a maximum of two passengers at a time, then floats aloft to a low altitude for a shorter time period, while remaining tethered to the ground using strong ropes to prevent it from floating away.  The tether package would allow multiple ascents for multiple people to enjoy the shorter ride.  Recipient would need to provide a suitable tether area e.g., acreage, very large backyard, church yard.
